Baltimore Safe Haven provides Baltimore City LGB(T)Q+ people currently living in survival mode with opportunities to thrive. They provide at-risk LGB(T)Q+ people in Baltimore City with opportunities to transform their lives. Baltimore Safe Haven focuses on those members with an annual median income of less than $10,000, who are currently engaged in or have a history in sex work, who are substance users, and who are either homeless or at risk of becoming homeless.

  • Mobile Outreach Program
    The Mobile Outreach Program provides hygiene products, food, and transportation. Operates Friday & Saturday nights: 11 p.m. - 4 a.m.
  • Youth Program - Genesis Project
    The youth program at Baltimore Safe Haven is a 3-phase program for Baltimore youth who are homeless or at risk of becoming so. The program (1) provides shelter for 90 days, (2) provides semi-permanent housing, and (3) settles youth in scattered-site permanent housing units. Services include primary and mental healthcare, case management, substance use treatment, legal services, and vocational training.

Maryland Center for Veterans provides short-term and long-term housing that supports a variety of situations Veterans may find themselves in. The housing services range from Day Drop In Facilities, Emergency Housing, Transitional Housing, and Single Room Occupancy.


Services

  • Emergency Housing Program:
    The Emergency Housing Program is available to residents for a period not to exceed 13 weeks. During the 13 weeks, residents’ military status is confirmed, and they receive VA benefits counseling. They are also assigned to a case manager who works with the resident to identify the causes of the homelessness and to outline employment and education goals.

  • Day Drop-In:
    The Day-Drop provides Veterans with access to shower facilities, clothing, water, and vending machines; crisis intervention counseling; and a quiet haven to rest.

  • Transitional Housing Program:
    The Transitional Housing Program has 120 beds and provides up to two years of transitional housing and supportive services to Veterans who have successfully completed the Emergency Shelter Program and need continued supportive services in order to return them to employment and permanent housing.

  • The Single Room Occupancy (SRO) Program:
    The SRO functions in conjunction with the existing Emergency Shelter and Transitional Housing Programs, provides a full continuum of housing, counseling and job placement services to Veterans in need.

What is the McKinney-Vento Act?

The McKinney-Vento Homeless Assistance Act of 1987 is federal law that addresses the educational barriers and challenges created by homelessness by guaranteeing students experiencing homelessness the right to enroll in and attend school, and providing supports needed for school success. Although the Act is designed to help children experiencing homelessness, the definition of ‘homelessness’ outlined is helpful to anyone experiencing housing insecurity.

Who is Homeless?

The McKinney-Vento Homeless Assistance Act describes homelessness and housing insecurity as, “lacking a fixed, regular, and adequate nighttime residence. Including:

  • Sharing housing of others due to loss of housing, economic hardship, eviction or similar reason
  • Living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations
  • Living in an emergency or transitional shelters, or are abandoned in hospitals
  • Living in a public or private place not designated for or ordinarily used as a regular sleeping accommodation for human beings (including cars, parks, public spaces, abandoned buildings, substandard housing living spaces with no water or electricity)
  • Children of migratory workers living in any of the circumstances above.”

What is a Public Defender?

A Public Defender provides legal representation to defendants who cannot afford to hire a private attorney without incurring undue financial hardship.

What Does the Office of the Public Defender Do?

The Office of the Public Defender represents defendants while in custody, during interrogation, and at the preliminary hearing, arraignment, trial, and appeal. They defend clients in criminal and juvenile proceedings, post-conviction proceedings, probation and parole revocations, involuntary commitments to public or private institutions, and termination of parental rights proceedings.

Eligibility to Receive Representation by a Public Defender in the State of Maryland

Eligibility for Public Defender services is determined by comparing your financial condition to the Federal Poverty Guidelines. You may also be eligible based on the types of representation you need. Public Defenders represent clients in the following types of cases:

  • A pending criminal or traffic charge (that is punishable by incarceration)
  • A violation of probation hearing (if brought before a commissioner)
